I really didn't like Reflections because, like you said, a lot of it doesn't make in any sense. They tried to do too much in one place, and the central tragedy of the issue never really gets dealt with or explained or, you know, anything. Also, did I mention that it made no sense? They were definitely trying to recapture the darker, moodier feel of the first OVA without having anything to base it on, seeing as how the final arc of Kenshin just wasn't dark enough for them, so they were reduced to making something up. There was a good idea in there somewhere, I just don't know what it was.
There is one thing to admire about Reflections though, I thought the music was pretty good.
