Well, I think part of that is that all the women she imagines herself to have been are beautiful and powerful whereas she and her husband make just over the minimum wage and are just average in anthing they attempt (not that there is anything wrong with average). She needs a dam to prevent reality from flooding into her ego - the sparklies provide that.
I am very well-acquianted with a person quite like Rose in that aspect, actually. She would spend every last cent on jewellery and clothes and sparkly stuff even though she had other four people in her family to think about. She would take her daughters' jewellery and clothes (I swear in the name of Cthulhu) and by the end, she'd spend money her husband gave her (she didn't really work much) for gas to drive her kids and for electricity, to buy more stuff. Self-righteousness is not just irresponsible, it can turn into complete disregard of other people's rights.
