Oh, gosh, long story. Short? And as far as I know?
Jack Thompson, of "VIDEO GAMES KILL PEOPLE!" fame, made an offer: he'd donate $10,000 to charity if someone made a video game out of his idea: a father, angry about the death of his son by a murderer who was goaded on by video games, seeks revenge by brutally murdering the CEO of a well known gaming company and his family, only he slightly changed the CEO's name and made him a her. Well, someone made the game, or at least sort of; I don't think you could actually play it. But Thompson never made the donation, saying that his proposal was satire.
Enter Krahulik and Holkins, or Gabe and Tycho as we know and love them. They step up make the donation--in Jack Thompson's name--along with a bunch of comics ridiculing him.
Jack Thompson goes off his nut. He calls the PA guys at home (http://www.penny-arcade.com/view.php?date=2005-10-14) to scream at them. He contacts the Seattle police department and tells them to ARREST PENNY ARCADE AT ONCE for harrassment. (http://www.penny-arcade.com/news.php?date=2005-10-17)

Penny Arcade keeps laughing. (http://www.penny-arcade.com/view.php?date=2005-10-19)
But, Jack Thompson is still at it. (http://www.gamepolitics.com/)
The whole thing is actually kinda funny.
Not as funny as the snake cover, though. ;)
